Rowell Family Empowerment of Northern California, Inc. was founded in 1995 by parents, we are a parent-run organization specifically funded (mostly by state grants & contracts) to provide direct services to families with children and adults with disabilities. A child/individual may have a diagnosis, may be at risk, or the parents may be concerned and would like to seek an evaluation.
