Proposition 63, known as the Mental Health Services Act (MHSA), was approved by California voters in 2004, and became law in January 2005. It is funded by a 1-percent tax on personal income higher than $1 million. These funds have been used in Shasta County since 2005 to provide services for children, youth, adults, older adults, and families.
